The FOIA request acknowledges that not all data fields may be present in every record and requests the production of all responsive records regardless. In cases where parts of a record are deemed exempt from disclosure, Hoosier State Today requests that non-exempt portions be released in redacted form rather than withheld entirely.

The request emphasizes the role of Hoosier State Today in gathering and reporting news to the public. As part of their professional responsibilities to hold public institutions accountable and provide transparency, they believe they qualify for a fee waiver as media professionals.
